Lenders eyeing stakes in upcoming payments banks

Oxigen and ItzCash likely candidates if they get banking licence 288478-rbi

Leading banks may take equity stakes in upcoming payments banks to expand their financial inclusion footprint and tailor special products to meet the needs in rural areas.

Payment instrument issuers (PPI) such as ItzCash and Oxigen are likely to get equity investments from leading banks after they get licences from the Reserve Bank of India (RBI) to operate as payment banks.

ItzCash is also open to a joint venture with a bank once they get the licence. The PPI has business relations with IDBI Bank, DCB and HDFC Bank.

The final guidelines issued by the Reserve Bank of India on November 28, 2014 are favourable for existing payment instrument issuers to convert their licences into banks. It has also allowed the existing players to have a joint venture with existing banks. However, banks can take equity stake only up to 30% in payments banks under the Banking Regulation Act of 1949. Croatia Starts Tender on Continental Oil and Gas Research

Croatia started a tender for on-shore hydrocarbon exploration to boost investments and reduce dependence on gas imports from Russia and other countries.

This is the first of three continental tenders planned that will cover a total of six research blocks, each between 2,100 square kilometers (1,305 square miles) to 2,600 square kilometers, along the Drava and Sava rivers, Economy Minister Ivan Vrdoljak told reporters in Osijek, eastern Croatia. The tender will close on Feb. 18.

“We expect to sign the first concession contracts by July 2015, and this will be a great development opportunity for this part of the country,” Vrdoljak said. “Croatia has proven hydrocarbon resources in this region. Exploiting them can help the country become an energy leader in the region.” Continue reading

What is Tender Management?

So what is tender management? In today’s competitive business world, many potential projects and services are put out to tender. That is numerous potential companies are provided with the opportunity to bid for the work.

In their bids, they will describe how their company will solve a business problem, provide the service required or supply the goods requested. They will also need to provide a competitive price for this work.

The process of designing and writing these proposals or tenders, complete with the competitive pricing, is called tender management, proposal management or bid management.

When does Tender Management Start?

The tender starts when an appropriate Invitation to Tender (ITT) has been identified. The ITT is a formal document that is published by a purchasing company in order to notify other companies that bids for a piece of work, project or service is required. Continue reading

What is a Bid, No-Bid Analysis?

This is usually a focussed, facilitated discussion and analysis about whether a potential client fits with your strategy, direction and current capability.

Its about:

  • evaluating yourself (using metrics) against your competitors to ensure your considerable time and effort is not wasted
  • being realistic and ensuring you have the capability to meet the contract requirements should you be successful astute purchasers are seeking guarantees of performance which may need to be supported by insurance or bank guarantees, and
  • being honest with yourself and safeguarding your integrity; not just participating because you perceive there’s a market expectation that you should be in the race.

Undertaking a Bid, No-Bid Analysis might mean you decide not to participate in certain RFT opportunities after you’ve made your assessment. However, I believe, far from being perceived as a lack of capability or willingness this can create a sense strength and recognition of your commitment and loyalty to current customers.

Value for Money – the Government’s Perspective

If the commercial sector is about financial return to its shareholders then the public sector is about demonstrating value for money in the use of the taxpayers’ monies.  This demands transparency and accountability with public scrutiny.

However, don’t be mistaken it doesn’t mean the cheapest. It means assessing and purchasing the optimum quality at the lowest price.

In other words, the ‘value for money 3Es’:

  • Economy – means buying at the right price and right quality
  • Efficiency – means getting the most out of your goods and services on the job
  • Effectiveness – means ensuring your goods and services contribute to achieving government policy and program results?

Tender Issued For Mexico’s First High-Speed Rail Line


The Mexican government has published an international tender for the construction of a 210-kilometre high-speed rail line between Mexico City and Queretaro.

Mexico’s Ministry of Communications and Transport (SCT) launched the competition this week. The Mexican government expects the project to begin this year and be ready for passenger service by mid 2017.

The 300 km/h corridor will reduce travel times to and from the cities by two hours and create 20,000 direct and 41,000 indirect jobs throughout its construction.

Indian Navy : Tenders for 4 Landing Platform Docks – LPD

San_GiorgioAddressing a press conference in New Delhi today, the Chief of Naval Staff (CNS), Admiral Nirmal Verma mentioned that pretty soon tenders will be issued for four Landing Platform Docks – LPDs. At present, Indian Navy operates just one LPD, INS Jalashwa erstwhile USS Trenton, acquired from US Navy.

However, no further information on LPD was mentioned in the press conference, including its design and whether construction would be in Indian or a foreign shipyard. A full-length deck LPD design provides number of options for the navy, including usage as Light Aircraft Carrier, by operating VTOL Aircraft like Sea Harrrier or F-35B, in special circumstances. India Proposes $2.25B Tender for ASW Shallow Water Craft


NEW DELHI — India’s Ministry of Defence (MoD) has issued a tender to local shipyards to build 16 shallow water anti-submarine warfare (ASW) vessels, a $2.25 billion program that would mark the first such effort by domestic yards.

The tender, in the “Buy and Make India” category, was issued last week to private sector companies Larsen & Toubro, ABG Shipyard, Pipavav Defense and Offshore Engineering, and to state-owned Goa Shipyard and Garden Reach Shipbuilders & Engineers. The vessels would replace Russian-made Abhay-class corvettes commissioned in 1989 and 1991. Continue reading
